This year’s City & State Impact honorees exemplify the power of a single individual to effect meaningful change – in their industries, their neighborhoods and across the commonwealth. Our 2025 honorees include Pennsylvanians making a difference in fields as diverse as healthcare, construction, education and tourism. Whether advocates, educators or entrepreneurs, our honorees demonstrate what’s possible when committed professionals dedicate their energies and talents to improving communities.

Patricia Wilson Aden

President & CEO, Greater Philadelphia Cultural Alliance

Celebrating the Delaware Valley’s cultural sector, Patricia Wilson Aden leads the Greater Philadelphia Cultural Alliance, which amplifies the voices and impact of some 400 member organizations across the region. Her 40-plus years of cultural and nonprofit leadership include the African American Museum in Philadelphia; she currently serves on the board of PA Humanities and is a member of the Forum of Executive Women. She holds a bachelor’s degree in history from Spelman College and a master’s in historic preservation from Cornell University.

Nicole Allen

From Wawa Welcome America to the holiday tree lighting, Nicole Allen manages Philadelphia’s high-profile celebrations as chief operating officer for Welcome America, the city’s special-events nonprofit (she’s currently helping plan local festivities for America’s 250th birthday in 2026). A magna cum laude graduate of The George Washington University and Drexel University School of Law, she co-founded the Pattison Leader Ball. Previously, she helped grow the Philadelphia Cultural Fund by more than a million dollars over a decade with the Philadelphia Cultural Alliance.

Emily Bittenbender

Breaking ground both literally and metaphorically, Emily Bittenbender is the managing partner for her woman-owned construction company, Philadelphia-based Bittenbender Construction. She earned a fine arts degree from the Moore College of Art & Design, began her career directing capital programs for the City of Philadelphia and has modeled successful entrepreneurship for over 20 years, including founding a carpentry outfit. Since 2023, she has also served on the executive committee of the Chamber of Commerce for Greater Philadelphia.

Kenya Boswell

Senior Vice President, Community Affairs; President, Highmark Health; Highmark Foundation

At Highmark Health, Kenya Boswell oversees local initiatives across Pennsylvania, Delaware, West Virginia and New York as senior vice president of community affairs; she also leads the Highmark Foundation. In 2022, she helped launch Highmark Bright Blue Futures, a platform for the organization’s charitable giving that steers dollars and energy toward improving community health. Recognized as a Woman of Influence and as one of 20 People to Know in Healthcare by the Pittsburgh Business Times, she serves on the boards of Riverlife and the Jefferson Regional Foundation.

Lori Brennan

As executive director of The Nature Conservancy in Pennsylvania and Delaware, Lori Brennan is implementing bold strategies to reach the organization’s 2030 sustainability goals. Under her leadership, the nonprofit is tackling urgent conservation challenges related to climate change, protecting landscapes, restoring freshwater ecosystems and building climate resilience across the region. Brennan, a 30-year veteran of nonprofits, having helped multiple organizations secure six- and seven-figure gifts, previously worked in economic development for the University City District and at the Academy of Natural Sciences.

Charles Breslin

Charles Breslin brings a long-standing civic commitment to his current role as the head of Maintenance Matrix, a company that advises government and public entities on risk management and service efficiencies. He worked for the late U.S. Rep. Lucien Blackwell of Philadelphia, was a senior adviser to then-Gov. Ed Rendell and served on the transition teams for former Gov. Tom Wolf and Gov. Josh Shapiro. He is proudest of his work leveraging Harrisburg relationships to keep essential services open to vulnerable communities during the COVID-19 pandemic.

Rachel Carpenter

A former high school art teacher, Rachel Carpenter brings problem-solving and teamwork skills to Live! Casino & Hotel Philadelphia and Live! Casino Pittsburgh, where she oversees compliance. Her tenure has modernized regulatory processes through initiatives like digital record-keeping and facial recognition technology; she has also helped push the industry forward by spearheading collaboration among gaming compliance officers from Pennsylvania’s competing properties to submit consolidated feedback to state regulators. She is a board member of Together We Can Change, a Philadelphia-based nonprofit focused on homelessness. 

Shawn Carlin

Senior Vice President, Gilbane Building Co.

A fixture on nonprofit and industry boards in his native Philadelphia and the driving force behind capital projects with social impact, Shawn Carlin leads mid-Atlantic operations as a senior vice president with Gilbane Building Company. Under his purview are major projects supporting manufacturing, life sciences and healthcare – including the Children’s Hospital of Philadelphia’s new research building. Carlin, a Temple University-trained civil engineer, is a board member of the Chamber of Commerce for Greater Philadelphia, among others.  

Nyisha Chapman

Manager, Community Affairs & Constituent Services, Philadelphia Gas Works

For a quarter-century, Nyisha Chapman has fostered engagement with Southeastern Pennsylvania’s diverse communities at Philadelphia Gas Works, the nation’s largest municipally owned gas utility, where she manages community affairs and constituent services. She has cultivated local grassroots partnerships, promoted energy awareness and conservation, and expanded outreach and education initiatives that connect residents to utility and grant assistance. Chapman holds an MBA from Strayer University and certifications in training and development and project management.

Thom Chiomento

Vice President, Business Development, Government & External Affairs, Pennsylvania American Water

As chief of business development, government and external affairs for Pennsylvania American Water, Thom Chiomento leads development strategy for the state’s largest regulated water and wastewater utility company, which serves 2.4 million people across 37 counties. He has helped grow the outfit through acquisitions while leading community engagement – nearly 1 in 5 Pennsylvanians are served by the company. With a master’s in government administration from the University of Pennsylvania, he previously handled state government relations for Constellation, Exelon Nuclear and Aqua America.

Cassandra Coleman

As executive director of America250PA, Cassandra Coleman is currently planning America’s 250th birthday party in the commonwealth – but her public service started when she was just 20 and appointed mayor of Exeter, filling her late grandfather’s term before being reelected twice. In between, she served as special advisor to then-Gov. Tom Wolf, directing the governor’s Northeast and Central offices. Devoted to her Northeast community, she volunteers with Leadership Northeast, Children’s Service Center, the Junior League of Wilkes Barre and her alma mater, King’s College.

Edward DeAngelis

At the helm of EDA Contractors, founder and CEO Edward DeAngelis builds more than roofs and exteriors; he also cultivates a nurturing professional community. EDA has been repeatedly named a Top Workplace by the Philadelphia Inquirer and NJ.com, among others, while DeAngelis’ industry and charitable work has won him the Top Leadership Award, Mid-Size Company from the Philadelphia Inquirer. He studied business at Saint Joseph’s University and gained experience at Belcher Roofing Corporation before founding EDA as a roofing company in 1999.

Daria Devlin

Lifelong Erie resident Daria Devlin made quite an impact last spring, when she upset Erie’s two-term incumbent mayor in the Democratic primary. This month, Devlin won the city’s top job in a landslide victory, vowing to build on her longtime commitment to bettering Erie – including, most recently, as the inaugural director of social impact at the Hamot Health Foundation. She has also worked with the Erie Center for Arts and Technology and helped secure $14 million to resolve a funding crisis in Erie’s public schools.

Joe Duffey

Joseph Duffey began his career in his family’s third-generation heating and fuel oil business, and credits the experience for instilling in him community values and entrepreneurial skills that were as critical as those he later learned at the University of Pennsylvania and Harvard Business School. He currently leads NewCourtland, a Philadelphia-based human services nonprofit dedicated to improving health equity; he also chairs The Presbyterian Foundation for Philadelphia and The Tile Works of Bucks County. Prior to NewCourtland, he founded and led Compass Management Partners, advising early-stage companies.

Nancy Fahey

Director, member & Community engagement, AmeriHealth Caritas Pennsylvania

Nancy Fahey coordinates initiatives and resources that promote community well-being and stakeholder engagement as the longtime director of community outreach for AmeriHealth Caritas Pennsylvania, a Medicaid health plan – including, recently, for its largest Medicaid plan, Keystone First, which covers the five-county Philadelphia metro area. She previously helped steer AmeriHealth Caritas’ expansion into dozens of new counties, as well as the launch of its Hazleton wellness center and a mobile wellness unit.

For 35 years, Stephen Fera has brought the community- and service-oriented values instilled by his Jesuit education and his South Philadelphia family to another, larger family – Independence Blue Cross, his hometown health insurance company. Fera joined the organization in 1990, shortly after earning his MBA from St. Joseph’s University, and has risen to become executive vice president for public affairs and president of government markets.

“When you start out, you just want to get a good job,” recalls Fera. “But life works in a certain way … My duties at IBX kept running toward service to the broader community, especially to those in need, as well as folks at the most vulnerable point in their lives, dealing with health issues.”

Fera’s career highlights include opportunities to meet those moments. There was the inauguration of the Children’s Health Insurance Program, which has grown to become a pillar of family healthcare access. And in 2011, he helped launch the IBX 

Foundation: “We had done so much in the community, but this allowed us to focus strategically on the investments that we make – and drive real change,” he says.

 As healthcare has grown more complex, Fera has become even more inspired by what he describes as his “sophisticated and talented team.” But he also relies on his perspective as a lifelong Philadelphian. “There’s a uniqueness to being from here, knowing what needs to be addressed and who can help,” he reflects. “A core value of mine is being down-to-earth – and not forgetting where you came from.”

Joseph Forkin

President & CEO, Delaware River Waterfront Corporation

The bike and pedestrian paths, nascent greenways, cafés and pop-up skating rinks along Philadelphia’s eastern riverfront are no accident; they’re the result of decades of strategic effort by Joseph Forkin, who for a quarter-century has stewarded economic and recreational development as president of the Delaware River Waterfront Corporation. His tenure has revitalized Penn’s Landing, the once-blighted riverfront, into a destination for both residents and visitors alike. Also a partner in a Port Richmond restaurant, he previously consulted on the revitalization of Northeast Philadelphia.

Julie Germany

Julie Germany leads the Army Heritage Center Foundation, a nonprofit organization that preserves soldiers’ stories and promotes the U.S. Army Heritage and Education Center. Under her leadership, the foundation has balanced its budget, endowed its programs and broadened its community partnerships, garnering a 2025 Empowering Women award from the Central Pennsylvania Business Journal. Germany also serves on the Downtown Carlisle Association’s promotions committee and is a trustee of the Cumberland County Historical Society.

Ira Goldstein

Senior Advisor, Policy Solutions, Reinvestment Fund

Fair housing expert Ira Goldstein is senior advisor for the Policy Solutions group at the Reinvestment Fund, where he was previously president. He has also served as mid-Atlantic director of fair housing and equal opportunity at the U.S. Department of Housing and Urban Development and, for decades, has taught urban studies at the University of Pennsylvania (he holds a doctorate in sociology from Temple University). He is also the board treasurer for Children First and co-chairs a task force on property tax assessment bias for Philadelphia Mayor Cherelle Parker.

From the time he was a child in Easton, Peter Grollman was determined to follow his parents’ legacy of civic engagement. He studied political science at Penn State, worked for then-Sen. Arlen Specter on Capitol Hill and thought about running for office.

What he didn’t know was that his political career would take him to a hospital. But handling public and community affairs for the Children’s Hospital of Philadelphia showed Grollman that elected office wasn’t the only way to make a difference. “The ability to do good things to impact the lives of people – I’ve been able to do that at CHOP,” he says.

It’s that sense of mission that has kept Grollman at CHOP, where he is now senior vice president for external affairs. He holds a master’s of governmental administration and, this fall, is finishing his MBA at Johns Hopkins University, a project that has had him doing homework alongside his two children (now a high school senior and college junior). 

Grollman is especially proud of partnering with the city and local organizations on initiatives like a community health and literacy center and grassroots wellness programs. Among the results of CHOP collaborations are 220 renovated homes that have, over the past five years, measurably improved pediatric asthma outcomes. (He’s also an active supporter of the Greater Philadelphia YMCA, Ronald McDonald House and Penn State.)

“At CHOP, our mission is really our due north,” Grollman says. “And as a parent, there’s no better place to be.”

Bernie Hall

Pennsylvania Director, United Steelworkers

A fourth-generation union steelworker, Bernie Hall serves as the Pennsylvania director for the United Steelworkers, representing 50,000 members in 120 local unions throughout the commonwealth. He also co-chairs the USW’s national Cement Council; serves as the union’s national bargaining chair for ATI and as a trustee to its Pennsylvania Heavy and Highway benefits funds; and lends his time to the Pennsylvania Workforce Development Board. His union career began with USW Local 8183 in Bridgewater when he was a journeyman mechanic at Zinc Corporation of America.

Mary Isenhour

A partner in the bipartisan government relations firm of Rooney Novak Isenhour Group, Mary Isenhour has made a sizable imprint on the commonwealth’s political scene over four decades in public service and advocacy. She was the first woman to serve on the Pennsylvania Liquor Control Board and was then-Gov. Tom Wolf’s secretary of legislative affairs, chief of staff and senior campaign adviser. She has also directed the Pennsylvania Democratic Party and, earlier in her career, was political director of the Democratic Legislative Campaign Committee. 

Natasha Johnson

CEO, Girls Inc. of Greater Philadelphia & Southern New Jersey

Empowering girls across the region, Natasha Johnson serves as CEO of Girls Inc. of Greater Philadelphia and Southern New Jersey, the organization to which she has dedicated her 20-plus-year career. Johnson has expanded and innovated programs, forged partnerships, mentored other professionals and advanced impact-driven, trauma-informed practices that enable young women to thrive. She holds a bachelor’s degree from Temple University and a master’s in mental health and counseling from the University of Pennsylvania.

Kimberly Joyce

Vice President, Regulatory Counsel & Corporate Secretary, Essential Utilities

Attorney and civic leader Kimberly Joyce serves as vice president for regulatory counsel and corporate secretary at Essential Utilities, where she has held a number of leadership roles over more than 15 years. She also serves on the board of the Economy League of Greater Philadelphia and leads Essential’s partnership with Villanova University, her bachelor’s and MBA alma mater, on engineering school service-learning initiatives. Joyce, who earned a law degree from the University of Pittsburgh, previously worked at the Pennsylvania Public Utility Commission.

Ryan Kairis

At HSC Builders, Partner and Vice President Ryan Kairis has helped build the Delaware Valley’s buzzy life sciences sector – literally. The Drexel engineering graduate has expanded the firm’s pharmaceutical footprint since joining in 2008, and currently oversees some 100 projects annually across life science, healthcare and higher education markets, including a major facility that has treated thousands of cancer patients. He currently serves on the General Building Contractors Association board of directors, advancing the state’s construction industry and workforce through advocacy, labor relations and safety.

Ellyn Lester

For evidence of Ellyn Lester’s impact on the building profession, look no further than the hundreds of students she’s mentored to become architects, engineers and construction managers – most recently as assistant dean of construction and architecture at Pennsylvania College of Technology. Previously, at the Stevens Institute of Technology, she was the chair of built environment programs. She is the 2020 winner of the National Association of Women in Construction’s Carol A. Kueker Construction Education Visionary Award, and holds a doctorate from the University of Salford, England.

Andrew Lewis

Iraq War veteran, former state legislator and onetime businessman Andrew Lewis leads the Commonwealth Foundation, a Harrisburg-based public-policy think tank. In the General Assembly, he was at the forefront of efforts to pass legislation on school choice and taxpayer protection; his free-market perspective was also shaped by a stint at a regional homebuilding company and 10 years of active duty in the Army (he currently serves in the reserves). Lewis holds an MBA from Temple University and a master’s in legislative affairs from George Washington University.

Michaelene Licht

For 15 years, Michaelene Licht has furthered health and human services at a series of mission-driven organizations. She currently manages accounting for the Pennsylvania Homecare Association, where she played an integral role in the Home Care Grant Program – an initiative helping Pennsylvanians access vital care at home – and is the administrator for the association’s foundation. In addition to studying mathematics at Mercyhurst University, she previously held roles with the Pennsylvania Medical Society and its foundation.

Shivan Mehta

Associate Chief Innovation Officer, Penn Medicine

Physician Shivan Mehta is the associate chief innovation officer at Penn Medicine, leading efforts to develop and implement innovative approaches to healthcare delivery that incorporate behavioral science and technology. As director of the institution’s Population Health Lab, he has guided research on scalable interventions that improve population health outcomes in areas such as cancer screening, vaccination and remote monitoring. Notably, he led a colorectal cancer outreach program that significantly increased the screening rate across Penn Medicine’s primary care population.

Craig Melograno

Craig Melograno has been around construction most of his life, and his résumé reflects his commitment to the industry: management trustee for the Eastern Atlantic States Carpenters Funds, owner of PDM Constructors, and past chair of the General Building Contractors Association. But it’s his latest résumé entry – five-year-old Durapods, a prefabrication outfit – that he’s proudest of, along with championing safety standards for over 1 million employee hours per year – and keeping the outfit’s off-site work at home in Southeastern Pennsylvania.

Louisa Mfum-Mensah

Vice President, Partner Experience, Urban Affairs Coalition

As head of partner experience at the Urban Affairs Coalition, Louisa Mfum-Mensah strengthens relationships with some 80 partner organizations, helping them navigate funding and compliance systems so they can focus on improving people’s lives across the region. She is a Leadership Philadelphia cohort member, serves on the Philadelphia Youth Sports Collaborative Board and was recognized by the Philadelphia Citizen as a 2025 Rad Award finalist for Activist of the Year. Previously, she worked in the Philadelphia Mayor’s Office.

Steve Miller

Over a quarter-century at Citadel Credit Union, Steve Miller has empowered local residents and businesses in a series of retail banking roles – most recently as vice president of philanthropy and community engagement. He helped spearhead Citadel’s philanthropy program, supporting communities with free financial education workshops, affordable housing initiatives and partnerships addressing food insecurity. Previously, he created and launched the City of Coatesville’s Main Street Program, which provided resources to the city’s business community.

Nina Miranda-Miller

Nina Miranda-Miller leads partnerships to advance public health and health equity at Jefferson, where she serves as project manager for community impact and strategic partnerships. Among her accomplishments is spearheading a Pennsylvania board-certified community health worker curriculum aimed at expanding healthcare access in underserved areas. With a master’s of public health in global health, she previously supported high-risk pediatric asthma patients at the Children’s Hospital of Philadelphia and founded Luminous Wellness, a faith-based community initiative focused on chronic disease prevention.

Lauren Mishoe

Director, Government Relations, Pursuit Advocacy

Lauren Mishoe brings experience both inside and outside state government to her role as director of government relations at Pursuit Advocacy, where she works on education and healthcare. She has helped shape policy in leadership roles at the state Departments of Aging and Health, worked at the Pennsylvania eHealth Authority and lobbied on behalf of the Pennsylvania Homecare Association. She is a graduate of Indiana University of Pennsylvania.

Crisis & Humanitarian Response Program Manager, HIAS Pennsylvania

These days, Brenda Nogales always carries her passport with her. While she laments the political climate that necessitates this, she is more determined than ever to continue her advocacy on behalf of her fellow immigrants – work that has garnered numerous awards and touched the lives of thousands of new Americans.

“I worry, but I still believe in this city,” says Nogales, the program manager for crisis and humanitarian response at HIAS Pennsylvania, the 130-year-old immigration advocacy organization. 

Her own journey began with a strict Catholic upbringing in Cochabamba, where her grandparents raised her with a focus on education. “My grandmother was only sent to school for a couple of years; she could barely read and write,” recalls Nogales. “But she wanted to break that cycle for women in our family.”

Initially drawn to the law to combat poverty in her homeland, Nogales had the opportunity to further her studies at Temple University, earning a master’s in laws and permanent residency. 

She soon realized that even in the world’s richest country, people still struggled. With the Nationalities Service Center, Nogales helped launch the Survivor Services Program, which received the iPledge Award from Women Against Abuse for its groundbreaking work on behalf of immigrant crime victims.

At HIAS Pennsylvania, she has coordinated legal services for immigrants arriving in Philadelphia from the U.S.’s Southern border – her work was recognized by the city’s Office of Immigrant Affairs with its 2023 Public Safety–Welcoming Award.

“I’ve had so much privilege,” Nogales reflects. “I want to be able to use that privilege to help make someone else’s journey less challenging.”

Thomas O’Donnell

Fire Chief & Emergency Management Director, Norristown Fire Department

A 38-year veteran of the Pennsylvania Fire Service, Thomas O’Donnell is currently fire chief and emergency management director for the Norristown Fire Department, where he advocates for firefighter safety and collaborates with numerous fire and emergency organizations. Additionally, he serves as president of the Pennsylvania Career Fire Chiefs Association, on the board of directors of the Pennsylvania Fire and Emergency Services Institute and the Montgomery County Hero Fund, and was gubernatorially appointed to both the state’s Fire and 911 Advisory Commissions.

Mary Kate Radomski

A fourth-generation member of her family’s construction company, Mary Kate Radomski serves as president of Frank V. Radomski & Sons. The Temple University graduate has also championed youth and minority engagement in the trades: With the General Building Contractors Association, she has chaired the Construction Leadership Council and currently serves on the government affairs committee and the board of directors. She also volunteers with the National Association of Women in Construction and is a member of the Carpenters Company of Philadelphia.

Pedro Ramos

Attorney and civic leader Pedro A. Ramos has led the century-old Philadelphia Foundation through a decade of growth and partnerships aimed at improving lives across the region. Ramos, who holds a law degree from the University of Michigan, has previously served as Philadelphia’s city solicitor and managing director; a partner at four law firms, including Ballard Spahr and Blank Rome; vice president at the University of Pennsylvania, his alma mater; and vice president of the board of education of the School District of Philadelphia.

Jordan Rogers

Jordan Rogers embodies the passion and purpose of Pennsylvania’s younger generation of political strategists. A director at Archer Public Affairs, he previously held leadership roles with John Fetterman’s U.S. Senate campaign, then-state Rep. Brian Sims, and the Fairmount Community Development Corporation, where he raised money to support local businesses during COVID-19. She’s currently focused on diversity campaigns to welcome Black, Hispanic and LGBTQ travelers – including a new LGBTQ Visitor Center – and is working to capitalize on the high-profile events that will showcase Philadelphia on the world stage in 2026.

Bill Ryan

Senior Lobbyist, Saxton & Stump

With over 40 years of experience in political consulting, Bill Ryan is a senior lobbyist in the Regulatory and Government Affairs Group at Saxton & Stump, where he leads the firm’s Philadelphia regulatory and government relations work. He most recently headed government relations and public affairs at Einstein Healthcare Network, which is now part of Jefferson Health. Proud of his longtime advocacy for Medicaid, senior citizens and vulnerable populations, he has secured millions of dollars to fund the Greater Philadelphia region’s healthcare system and bolster regional health disparities with projects like the North Philadelphia Health Enterprise Zone.

Kyle Sampson

Kyle Sampson chairs the Pennsylvania Real Estate Commission, where he oversees the issuance of real estate licenses and the education of real estate professionals throughout the commonwealth. As the first African American in that position, he is a role model for minority realtors and encourages developers to subcontract with African American companies. He has also promoted real estate programs at historically Black colleges and universities and serves on Drexel University’s Henderson Real Estate Institute board. Sampson, a former president of the Young Democrats of Philadelphia, was also the youngest-ever member of the Pennsylvania Democratic State Committee.

Stephanie Schwartzberg

Tequila Smith

Michael Stern

Jennifer Walsh

In Scranton, attorney Jennifer Walsh has played a pivotal role in expanding the Wright Centers for Community Health and Graduate Medical Education, where she serves as senior vice president for enterprise integrity and chief legal and governance officer. She helped design and implement Wright’s safety-net consortium governance model, a collaborative community-stakeholder approach that broadens access to training and healthcare. She has also supported Wright’s expansion of medical training slots, with 80% of graduates entering primary care and most remaining in medically underserved areas.
